Institutional RFP shred · Compliance matrix

RFP in. Compliance matrix and response outline out — in ~24 hours.

Bid Matrix Desk turns institutional solicitations into a Section L/M/C–style compliance matrix plus a draft response outline. Your capture team owns the final bid. We draft structure; we do not submit proposals or give legal advice.

Hard rule: Draft only — not legal advice. Your capture team owns the final bid, strategy, and submission.

Winnable work is lost when the RFP sits unread while the team is already on another bid.

Small and mid-size GovCon, SLED, and institutional vendors lose winnable work for a boring reason: the RFP sits unread while the team is already on another bid.

Shall statements get missed. Evaluation factors (Section M) are not mapped to volume structure (Section L). Volume C / technical approach is written as marketing copy instead of a compliance trail.

You do not need another proposal AI that hallucinates past performance. You need a clean matrix and outline — fast — that your capture lead can trust and edit.

01

Structured matrix

Shall/must statements extracted and tagged for ownership, mapped to solicitation sections.

02

Evaluation-aligned outline

Response outline aligned to evaluation criteria so writers know what to prove, not just what to paste.

03

Fixed packages

Per-RFP packages and optional retainers for bid shops that need surge capacity without adding headcount.

Matrix first. Outline when you need the full pre-write.

Pricing scales with solicitation length, amendments, and complexity — confirmed at intake.

Matrix only

$1,500–$2,500

Compliance matrix from uploaded RFP/solicitation (shall/must extraction, section refs, owner blanks, pass/fail vs scored tags where identifiable). Delivery target ~24h after complete solicitation received.

Scope notes

  • Pricing scales with solicitation length, amendment volume, and complexity (multi-volume, heavy attachments). Confirmed at intake before work starts.
  • Draft matrix and outline only. Client capture team owns final content, strategy, and submission.
  • Not legal advice, not a bid/no-bid decision, not proposal writing of final volumes unless separately scoped.

From solicitation PDF to editable matrix — in four steps.

1

Upload the RFP

Provide the solicitation PDF (and amendments if any), plus any Q&A already published. Flag due date and bid/no-bid status if known.

2

We shred

We extract requirements into a compliance matrix (requirement ID, source section, text snippet, type: mandatory vs scored where clear, response owner blank, status blank).

3

We outline

For Matrix + outline packages: draft volume/section outline mapped to instructions and evaluation criteria, plus a short gap list (forms, certs, past performance prompts).

4

You capture

Your team fills answers, sets strategy, and owns submission. We do not file bids on your behalf.

Typical turnaround: ~24 hours after a complete solicitation package is received (business days; large multi-volume or heavily amended packs may take longer — confirmed at intake).

Built for capture teams that need structure, not guesswork.

A strong fit if you are…

  • Small and mid-size GovCon primes and subcontractors
  • SLED (state, local, education) bidders
  • Vendors selling into public pensions, universities, and state agencies
  • Bid shops / capture consultancies that need surge matrix capacity

Not a fit

  • Teams seeking final proposal ghostwriting as the default SKU
  • Organizations expecting legal interpretation of clauses
  • Sole-source pursuits with no solicitation document

What capture leads ask before engaging.

Do you write the final proposal?

Default packages are matrix + outline only. Final narrative and submission belong to your capture team. Full writing can be scoped separately if needed — not included in base pricing above.

Is this legal advice?

No. We produce a drafting aid from the solicitation text. Interpretation of clauses, risk acceptance, and bid/no-bid decisions remain yours (and your counsel’s).

What format do you deliver?

Excel/Sheets-ready compliance matrix and a structured outline (Markdown or DOCX). Confirm preferred format at intake.

Federal vs SLED vs institutional — do you handle all?

Yes, as long as there is a written solicitation. Section L/M/C labeling is common on federal; we adapt labels for SLED / university / pension formats.

What if the RFP has amendments mid-engagement?

Send amendments as they land. Material changes may adjust scope/price; we will say so before continuing.

How do we pay?

Per-RFP packages: invoice or Stripe after quote confirmation. Retainers: monthly invoice with defined capacity.

NDA?

Yes. Mutual NDA before handling non-public or customer-sensitive attachments. Public solicitations can start under standard terms.

Next solicitation due soon?

Request a package quote. Include: agency/buyer type, approximate page count, due date, and whether you need Matrix only or Matrix + outline.
